The Zimbabwe Republic Police has confirmed the arrest of Scorpion Empire Car Sale owner Gilbert Rumbwere (44), who had been on the run, in connection with the death of Malcom Muzawazi (39), who was fatally attacked by four dogs in Southerton, Harare.
Muzawazi died on 24 September 2026 after being attacked by the dogs along a footpath near a car sale in Southerton.
Police confirmed Rumbwere’s arrest in an update on the fatal incident.
The police said the incident highlights the need for dog owners to exercise greater responsibility in securing and controlling their animals.
“All dog owners should exercise responsibility and ensure that their dogs are properly secured and controlled at all times to prevent attacks on members of the public,” Comm Nyathi said.
Police warned that dogs should not be allowed to roam freely in residential areas or public spaces.
“No dog should be left to roam streets or suburbs with no owner on sight or under leash,” the police said.
The law enforcement agency also reminded dog owners to comply with all relevant laws, regulations and local authority by-laws governing the keeping and control of dogs.
“This includes ensuring that dogs are properly confined within premises and do not roam unchecked in public places, thereby endangering people’s lives and safety,” the statement said.
The public has been urged to report stray, aggressive or uncontrolled dogs to the National Society for the Prevention of Cruelty to Animals, relevant local authorities or the nearest police station.
Members of the public can also contact the National Complaints Desk on (0242) 703631 or WhatsApp 0712800197 for appropriate action.
