The Zimbabwe Prisons and Correctional Service (ZPCS) has called on the public to exercise patience as it begins implementing the Presidential Amnesty approved by Cabinet for inmates in specified categories.
In a statement released today, ZPCS confirmed that President Mnangagwa had exercised his Constitutional prerogative of mercy, describing the amnesty as a humane intervention aimed at promoting rehabilitation and reintegration.
“ZPCS expresses its profound appreciation for this noble and humane gesture by His Excellency,” the Service said, noting that the move reflects Government’s commitment to justice tempered with mercy, rehabilitation and the reintegration of offenders into society as productive and responsible citizens.
The Service said it has received a surge of inquiries from families, the public and the media following the announcement, prompting the need to clarify that releases will not be immediate.
“While we fully understand the anticipation and interest surrounding this development, it is important to emphasize that due processes must be meticulously followed before any inmate is released,” ZPCS said.
Authorities stressed that the amnesty will be carried out strictly within the legal framework and in accordance with conditions outlined in the official proclamation once it is gazetted.
“ZPCS, working in close coordination with relevant judicial and administrative authorities, will be undertaking the necessary verification, screening, and documentation processes to ensure that only eligible inmates benefit,” the statement read.
The Service underscored that the verification process is critical to maintaining confidence in the justice system.
“This process is essential to uphold the rule of law, maintain public confidence, and safeguard the integrity of the justice delivery system. We therefore urge the public to exercise patience and allow the Service to complete this important exercise thoroughly and professionally,” ZPCS said.
ZPCS described the amnesty as a second chance for qualifying inmates and urged beneficiaries to use the opportunity to rebuild their lives.
“The Amnesty is not merely a release from custody, it is an invitation to rebuild your lives, restore family bonds and contribute positively to national development,” the Service said.
Communities were also encouraged to support reintegration efforts by welcoming released inmates and continuing to support rehabilitation programmes for those still in custody.
ZPCS reaffirmed its mandate to protect society while rehabilitating offenders and pledged to implement the Presidential Amnesty with professionalism, transparency and integrity, adding that further updates will be communicated through official channels.
